Longer Description of Issue:
I noticed when Divine Siberia was formed it didn't annex these states, I thought they changed how the anarchic states get annexed with the TT update but nothing has changed even when I've finished the game.
Steps to Reproduce/Cause Issue:

1. No idea, Yagoda was the only one who won any sort of warlord war.

2. Everyone else was just stagnate
