#279, #284 Fix config wait and voice assistant API access

• Resolves deep-thought is waiting for config when USE_CONFIG_FILE=true #279
  • Only wait for the config from the message queue if it's actually needed.
  • Move the log messages so the output makes more sense.
  • Incorporate a better wait implementation.
  • Add tests for ConfigRetrieverService for Add tests to all services #297
  • Rename all the files in common so they match the included class/interface.
• Resolves babel-fish cannot access API in kubernetes as port is wrong  #284
  • Update babel-fish config with additional environment variables for the API host and port, as well as a new default port.
• Fix issue in deep-thought where ConfigService was missing it's constructor parameters in JwtProtocol which prevented it from starting.
• Updated dependencies for all changed services except babel-fish.
