merge: (#281) 유저 dto 관련 리팩토링

작업 내용 설명

• Dto 패키지 이동
• 클래스 명 변경

주요 변경 사항

• Request에 toData 함수 추가

추가 사항

• Application 계층 user 패키지가 같이 변경되어 Admin과 Common에 영향이 있습니다.
• 추후에 Admin과 Common 진행할 시 변경하도록 할게요
