group parties by party ID and display party information [ELE-1911] #13

the elections have parties grouped by party ID.

Eric is going to put together an XML file, similar to the office_authority XML file, which describes the key party name for each party ID and some descriptive information. After that, we should find a way to display the parties on the site, including the free text descriptive information and a list of all relevant parties.

There is now a party authority file in the authority folder in trunk (party-authority.xml). We would like it to draw information in the same manner that the office authority works - pulling parties based on the party ID number that is attached to candidates in the xml in various elections. The idea is for a similar layout to the office authority (issue #6). An image is provided below, for how, ideally, the party information display would work when clicking on the facet for Federalist in Party.
