In a number of scripts (e.g., add_grouper_groups), we need the list of quotas to execute all possible cases.

For this to work, we need:

  • Spreadsheet that has all combinations
  • Updates to config file for the settings
  • Capability to read in as pandas DataFrame
  • Use in add_grouper_groups

The above list can be implemented within feature/grouper_api_admin
