I've noticed that the link on the https://us-rse.org/usrse23/participate/ page pointing to the Notebook Submissions page (https://us-rse.org/usrse23/notebook-submissions) is broken.

I'm opening a PR to fix the specific issue, but in the meantime I've also looked into a few ways to reduce the chance of this happening in the future (#10).
