Foxhounds spawn regardless of the players y height, will not despawn and slowly prevent other hostile mobs from spawning.
I was wondering why no pigmen would spawn in my gold farm (built near buildheight, over the netherroof. ) I soon found a lot of foxhounds sitting in the area below the farm, but far outside the area where hostile mobs are supposed to spawn (all the way down to lava level). I wasnt sure whether they count towards the hostile mobcap or not (I assumed not, in regards to this behaviour), so I set up some commandblocks to kill them, after which pigmen started to spawn as expected.
I dont know what part of this deal is unintended- them counting towards the hostile mob cap or them not despawning instantly when too far from a player, but one of them needs fixing.

Same issue. I cleared out a massive area of the nether so nothing could spawn. then summoned a huge amount of foxhounds. They do not despawn when you go too far away from them whether or not they are tamed. When I came back nothing would spawn.
This means that they do indeed contribute to the mob cap. Came here to report this very issue.
