Describe the bug
free of heap fails when heap usage -> 0 (tries)
error in merge while loop

To Reproduce
Steps to reproduce the behavior:

  1. driver_exit_all function frees most of heap in minimal port.

Expected behavior
should not abort.

pushing fix as part of FR for Issue #233 as it is dependent on the fix.
