MAIN-16920: Parse API: rename and fix disablepp; introduce disabletidy

disablepp parameter in the parse API is semi-broken in MediaWiki 1.19. This change backports Gerrit change 233344 that deprecates disablepp (because it never disabled the preprocessor in the first place) and introduces disablelimitreport (instead of what disablepp was supposed to do) and disabletidy (to disable HTML tidying)
