Zoomed out view – 'Move down' has a hover state when disabled

The last block at the root level cannot be moved down, so the downward mover is disabled. However, hovering over it produces a hover effect which feels contradictory to its disabled state:

We should probably remove the hover effect.

The same thing happens with the first block at the root level as well.
