Added changes to AIE trace flushing for PCie Devices

Bug / issue (if any) fixed, which PR introduced the bug, how it was discovered

These changes were already made on edge and now need to be added to x86.

How problem was solved, alternative solutions (if any) and why they were rejected

Risks (if any) associated the changes in the commit

Only on PCIe architectures

What has been tested and how, request additional testing if necessary

Tested on VCK500
