When I enable HTML5 player I don't see 480p or 1080p option to choose.

This has already been reported before quite a few times: #119 #180 #352 #614
Firefox stable versions aren't able to play DASH formats yet (unless you force it in about:config, but it is very buggy), this means that you only get 720p and 360p quality options with the HTML5 player until Firefox is compatible with the other formats.

well how do i force it.?

btw this happens no matter if i enable dash or not

It will happen regardless of that option because the current stable versions of Firefox simply aren't compatible with it.

If you want to force it you can follow this guide: http://www.ghacks.net/2014/07/25/enable-mse-h2-64-support-youtube-firefox-right-now/
But it is very unstable, causes memory leaks constantly and your browser will often become unresponsive and/or crash even.

That won't work with Pale Moon, however. :) Its based on way too old version of Firefox and has no form of MSE support let alone any kind of MSE + H.264 (I don't think it even has H.264 codec).
