In chips with four quadrants this special line is served by the lower spines, but in the case of two quadrants it belongs to the upper spines. At the same time we forbid in it unknown (so far) PIPs to the system of long wires. Signed-off-by: YRabbit <rabbit@yrabbit.cyou>
