SK OD bad channel test code

The function of skmcbadch:(1) Read the bad channel bank if the bank exists. (2) Set the run bumber by hand, this could set the bad channel file used to do the reduction.

nhitac code is the same for both modified and unmodified. But it's complied twice and linked to different libs, modified and unmodified.

odpc_2nd_s: The code is modified to return the cluster positon. The modified code is compliled locally and linked to nhitac program.
