本PRは、無の状態からウェブサイトっぽいもの（パーマリンクがあるHTML）を出力する仕組みを整えることに主眼を置いています。
VD、HTMLやCSSの作り込み、記事の登録はこのスコープではないので、これを
masterへマージしてalphaを終えたいと思います。
