Describe the bug
The default path for public files on the file default.local.settings.php has been changed to include the repo root, but by doing so the public folder is now created outside docroot, making it not accessible.

The docroot folder should be added to the path, or the repo root removed.

Expected behavior
Public files should be inside docroot.
