Motivation

Fix #4481

PHP 7.3 is EOL and officially unsupported by Acquia.

Proposed changes

Require PHP 7.4 as a minimum.

Merge requirements

  • Apply one of the following labels: Major change, Minor change, Bug, Enhancement, or Chore
  • Manual testing by a reviewer
