Motivation
Fixes #4618
Drush recently dropped webmozart/path-util from its dependency chain in favor of symfony/file-system. However, this functionality doesn't work in symfony/filesystem 4.x and Drupal 9.x still requires this in the core-dev package (so, while BLT doesn't require core-dev, orca does).
Proposed changes
For the time being, we should re-add webmozart/path-util locally to unblock creation of new BLT projects.
Alternatives considered
See #4619 where I tried to resolve this but ran into issues due to core-dev in builds.
