The issue is in this line

Line 8 in 9a07e2b

    
           MODULE=test.test_$* vvp -M $$(cocotb-config --prefix)/cocotb/libs -m libcocotbvpi_icarus build/sim.vvp

cocotb version: 1.8.1

The lib name is cocotbvpi_icarus on Windows instead of libcocotbvpi_icarus.
