Introduce InstallRequest struct. Make upgrade_cmd() and setup_cmd() use more code from `install`.
On the CI, Python uses sqlite as a dynamic library. The sqlite library from Ubuntu 20.04 is too old to support the `STRICT` keyword. This makes the new tests fail because they try to manipulate the installed package database.
