I tried adding a reimbursement claim, but I got an error because max_reimbursement is 0.

I dont think I can update this as its admin's decision to set this value greater than 0. The max I can set is 0.

When a user signs up their max_reimbursement is set to 0. Maybe look the
default up from settings?
