Метод выдаст ошибку, что не может закрыть процессы, так как они ещё работают (находятся в постоянном цикле while, как вы предлагаете).
Если я правильно понимаю, то в любом случае придётся посылать что-либо процессам, что даст им понять остановить цикл. Либо принудительно остановить их, вызвав метод terminate, но это плохая практика.
Сам способ взят из документации python: https://docs.python.org/3/library/multiprocessing.html (в самом конце) - чему, мне кажется, можно доверять.

Метод close закроет очередь. Когда очередь после этого исчерпается, get() выкинет ValueError и цикл завершится
Upd: get после close всегда кинет ValueError, даже если очередь была не пуста.

Да, увидел, что хотите close именно у очереди. Можно сделать, а чем это будет лучше?

В данном случае, скорее всего ничем)
Это просто выглядит логичнее с моей точки зрения + я привык так писать...

В данном случае stop не будет брать таски из очереди, а сразу выйдет, как только завершит свою последнюю. Так что поведение может поменяться...
