Add checkbox to Program Instructions panel to auto scroll with PC changes #6

At the moment, the scrollable panel always jumps to where the PC points to. This can be annoying if you're trying to look somewhere else.

In the bottom panel, there should be a checkbox that controls the auto-scrolling behaviour.
