Reduce unnecessary InetAddress.getLocalHost() calls

Brief changelog

IdGeneratorManager.register() calls the InetAddress.getLocalHost() method multiple times, and this is time-consuming. Using InetUtils.getSelfIP() replacement has speeded up the startup
