Could this community build the dataset the field is missing?
#16
The seed paper's Section 13 names the gap: nobody has published how well launch declarations are calibrated by stage, how often launches slip, or how long fulfillment takes. Every organization learns this alone, and the learning dies in private spreadsheets.
A paper can't fix that. A community might.
The sketch: a tiny anonymized schema. Stage at declaration, declared range, actual landing, dates, supply layer, whether a bridge was needed. Ratios only, no absolute volumes, no names. A quarterly roll-up published here, once there are enough contributors that no one's data is identifiable.
Reference class forecasting got its power from pooled project outcomes. No such pool exists for capacity declarations.
Questions for the group:
Would your organization contribute anonymized ratios? What would legal need to see first?
What's the minimum field set that is useful but safe?
Who has seen a cross-company data pool like this work (or fail), in any discipline?
