tootcli verison https://github.com/ihabunek/toot/releases/tag/0.28.1 has corrected the issue at toot's end and the straight forward way is to use toot cli to bulk follow.
toot auth
toot whoami
toot follow '<fediverse_id>'
This script provides a quick bulk follow option for the gotosocial server. This is a temporary fix till superseriousbusiness/gotosocial#1034 issue is fixed by team.
Provide your auth token and instance name in either the code or as commandline arguments
toot cli is one the good options however the api of gotosocial works slightly different then what tootcli looks for and hence toot follow command doesn't works. hence the script

Simplest way to get auth token is to use tootcli and try to authenticate. Check the inspect console for the exact token value and use it in the tootcli.

a. We need to register our app

Note: I have had mixed responses with the second method
