SPDX changed how they list their license list version adding a
patchto the generated version for3.24.0The validation tooling we use for SPDX does not allow for versions
M.N.Oand instead only expectsM.NThis change updates the license list so that we keep the value as supplied by the spdx license API, while also performing modifications on the version before it's entered into the document.
