Enforce Presence of Configuration

Raise an exception to the user if their configuration file is invalid or missing.

Small Bugfix

Fix typo in command line option parser.

Remove Ruby version dependency

Removes the dependency on Ruby 2.2.3 as it is no longer necessary due to the way we're now parsing command line options.

Rename to `bt-tools`

Rename tools.cd to bt-tools to better reflect the purpose of this gem.
