some minor changes in api need to be updated, but notably, node-static is no longer being maintained. we'll want to swap that out for a static file server which is compatible with recent versions of node.

Hopefully, using a different static server will solve some bugs I've seen where clicking a download link in Chrome opens an about:blank tab, but doesn't download. Downloading with wget always works. Perhaps this should be its own issue.
