Add dgeni configuration

There should be a shared dgeni configuration which all Angular 2 projects can begin using to generate documentation. See https://github.com/angular/http/issues/32

@petebacondarwin should we wait to do this until dgeni has undergone some changes? Rumor is you had some major changes in the works.

Yes. Dgeni is going to change in a big way in the next week.

I would like to help with this config. We need to think about how the
generated docs are hosted...
