~~I just wanted to open this PR before the Monday WG meeting.~~

This PR is completely out of date with the proposed design.

Jag's proposal (target is: no docker daemon):

Use buildah to build conductor image
Create conductor container using runc
Mount /var/lib/containers inside the runc conductor container
Use buildah inside the runc conductor container to build the target container image
