Consolidate Local Docker & Dev Environment installation methods

SUMMARY

We intend to consolidate the Local Docker and our team's development environment installer so that there is only one installer to maintain. This will make it easier for us to keep the community's install path in a working state.

As part of this work, we will be providing a way to migrate from Local Docker to the new consolidated way of installing AWX.
