Describe the enhancement requested

As per #20496 we have to migrate our existing Travis CI jobs from the Apache repository.
On this issue I plan to cover the ARM ones. The s390x will be done on a separate issue.

As per ASF guidelines we have to migrate from Travis CI.

Migration for ARM Travis jobs to self-hosted GitHub Actions.

CI will be run.
