Which issue does this PR close?

Related to #5500

Rationale for this change

We have recently changed the https://arrow.apache.org/datafusion/ to point at a copy of the docs built directly from this repository as the the long term plan is to have a single location for docs (not both README and the arrow website).

I want to test that we have configured the system correctly so that when we make changes to docs/ that they then appear on the https://arrow.apache.org/datafusion/ website.

What changes are included in this PR?

This PR ports some (not all) of the content from https://github.com/apache/arrow-datafusion#readme to the docs directory.

Are these changes tested?

I built them locally and they look good

Are there any user-facing changes?

Hopefully the docs will get better

Since this content is already live and I just moved it around, I am merging without waiting for a review to verify the publishing process works
