The system database is no longer for configuration. It is only part of Fuseki/webapp, and its only remaining function (active/offline modes) is not available to the UI.

The idea that the configuration of the server would be held in an RDF database does not sit easily with the current way of managing fleets of servers using text configuration files managed by an system configuration tool.

Removing the Fuseki system database is a step towards de facto server management.
