fix flaky test test_custom_op_exc

Description

Address flaky test reports: #14835

I cannot reproduce the error after thousands of running, so the only thing that is clear: non-zero exitcode with no error logs may happen when triggering OOM in spawned process.

This PR uses Cholesky factorization in cpu mode instead to trigger error in real execution.
