The time ranges
since/untilconcepts were replace withtime_rangein #4981 which dynamically transforms the form data. This PR creates a migration to migratesinceanduntiltotime_rangeto aid with future migrations and analysis. Note the dynamic logic remains to ensure saved URLs work correctly.TEST PLAN
Ran the migration (both upgrade and downgrade) on the example dataset.
