  1. Introduce a variant of RegisterBank for arrays 

    Introduces a variant of the `@RegisterBank` macro which has offset,
stride, and count arguments. This macro, in conjunction with a new
`RegisterArray` type, allows users to declare a logical vector of
registers with a user defined stride between them.
