Issue Description:

Can we have Markdown turned on for this project?

I see a lot of people doing bold and `code`, and none of it is being rendered properly 🙂

Right now we're keeping our JIRA instance very minimal (no plugins). We may change that policy once some of the open source flurry has settled down.

I can't figure out how to write section names without getting extra formatting like "_TEXT,_const" or

__TEXT,__const

It would be great to enable Markdown on Jira, uniforming the way to style content: Github Issues, Swift Evolution Proposals, Discourse (eventually) and Jira.
