Implement Lohpi daemon/helper #10

Lohpi client / lh needs a helper process similar to many other desktop applications to perfrom operations such as compliance checking and recording operations on checked out data.

The requirements may be defined as we continue working. For now, the main requirements are to

  • check / keep-alive connection with Lohpi
  • record failures and restart processes, if needed
  • manage authentication and keys
  • provide help on keeping the data processing compliant.
