Define error/issue codes for different failures

Many intermittent failures and other issues can cause failure to nodes. These errors must be identified based on component and types of different errors (if they can be identified). The notation can follow component name in 3-char format, such as LPS (lohpi policy store) followed by numbers responding to an identified/unidentified error.

I think it's a good idea to do something in the similar lines of this package.
