This has now been tested and I've created a draft http://dev.ardupilot.com/wiki/simulation-2/setting-up-sitl-using-vagrant/ - the draft is not yet "linked in" to the rest of the docs while I get it reviewed.

This is now complete. There is an outstanding PR which will mean some minor updates. I've subscribed to it.
