Based on a discussion at #1360
Issue 1559 #1559 This uses option21 to unlink the power command from the dimmer / colour / ct commands. i.e setting option21 = 1 means than when you then set a dimmer command the power will remain off and you have to issue a power on command as well. This is usefull if you wish to set the target colour for a wakeup command without the lamp coming on. In reverse the (eg setting dimmer to 0) the power command is still triggered to uodate the power state to off.
