There is a bug in the constraint commodity capability where if the constraint value is not met at every time step, the simulation will constrain the facility. However, the intended capability was to constraint a facility's deployment till a certain amount of a commodity is stockpiled and then at later time steps, ignore the constraint. This issue can be closed when the intended capability is met.
