Crash on nested constexpr blocks #10

This causes the clang to crash:

constexpr {
  constexpr { }
}

For some reason, the innermost lambda isn't being constructed or bound to the declaration correctly.

I assume the outermost constexpr block is within a function. Is it due to a failed assertion in lib/AST/DeclCXX.cpp? It crashes for me even when there are no nested constexpr blocks.

Fixing #10.
298b7fd 
Asking for CD->getLocStart() asks for the source range from a partially
constructed lambda expression, hence the crash.

Also enables constexpr-declarations within constexpr-functions, which
seems to have been an oversight.
