A Sampling-Based planner framework for Autoware

I want to discuss about the best way to communicate about the Sampling-Based Planner I am currently developing.
I made a presentation at the IV2022 workshop and some people are interested by its development. I want a way to easily share my plans and progress, and to get feedback from the community but I am not sure what is the best way.

Option	✔️ Pros	❎ Cons
new repository	can track progress with issues, PRs, etc.	one more repository
Github discussion	simple to give updates, people can give feedback in threads	may quickly become hard to follow
Discord channel	fluid discussions, can use threads	too casual ?

I think new repository in Autoware Foundation is a good option. Announcements can be made in Discord and also discussions can be created in meta autoware repository. After a successful release, it can be integrated to universe/core.
