Add Trustless Fee Config Functionality

This ticket is to create a trustless fee config update, so that a fee config update can be performed without using an admin address on the current fee config manager.

Ideally, this ticket will be a backwards compatible modification to the current fee config manager precompile to support performing the network upgrade when it activates and not setting any admin addresses in the config, so that the entire upgrade can be performed by coordinating a network upgrade.
