apt-get update does not work properly.
Err http://archive.ubuntu.com precise-security/main amd64 Packages
404 Not Found [IP: 91.189.91.13 80]

After change to Ubuntu:14.04, everything goes well.
Seems Ubuntu:12.04 is not supported any more.

I'm not seeing that error; could it have been a transient network problem? According to Ubuntu, 12.04 should still be supported. https://wiki.ubuntu.com/LTS

Same - vim the Dockerfile from 12.04 to 14.04 and the build completes successfully..
