Evaluate data deployment automations

This card is to map out deployment process automations and create an issues which might be feasible within this contract.

The monthly data deployment process is outdated and particularly rickety, however there are some immediate fixes we can implement so that its less of a manual process and brings deployments more in line with our standard release process. For example we could pick up the open issues for #1271 and #1274, but potentially modified for github actions. This would speed up monthly deployments and make onboarding and any troubleshooting easier.
