Inspired by #26, this adds a tooltip to the clock to display the time in an alternate format. The tooltip is disabled by default and can be enabled in the settings as can be seen in the images. Specs have been written, I aimed to make them as similar as the existing specs as possible as well as trying to adhere to the established code style.
